Despite the flood of letters of protest he stimulated, it seems that the neighbour who first spotted the problem now accepts that there are no effective legal avenues to follow. Instead he is arranging negotiation between the City Council, the developers and other residents' associations to determine what can be done to mitigate the effect of the high building on its surroundings.
